The short answer is yes, Acetone will take off the adhesive on any hard surface. for softer surfaces like fabric, my impression is that it will likely wear off but I am not completely sure. Still with proper use in most cases, the spray can be used without creating a surface that must be cleaned. For a stencil the tackiness is an advantage. After use the tackiness is still available so that it may adhere to wherever you store it. I like to keep regularly used stencils on a whiteboard where I need them or displayed on a wall. . if you are storing and putting them away, I tend to put them all together with similar-sized stencils on a piece of cardboard that i lay flat. Likewise, you can roll it up with the tack and store it in a tube. in either case they will be easily detachable and ready to use when you need them
Remember that when using the spray only one side needs to be sticky. Choose that surface appropriately. So when stenciling tee shirts i want to stretch the fabric so that it does not move. I spray a piece of cardboard so that the cloth is steady fixed to the cardboard. I will then spray the stencil and place it on the fabric. when done the stencil is still tacky and the cardboard is tacky but there is no residue or tackiness on the fabric (I am not sure how well it will come out.)
